Sign in error/bug just appeared no access

I am having this issue with a whitelisted app. I’ve confirmed the user’s email is in the white list. User previously had access to the app. I moved the app from My Apps into an Org and published it as an internal app by mistake. I then duplicated the app, deleted the previous app and republished it as a public app with the same link. All my users lost access to the app even though the link was the same. We instructed them to delete the app, reinstall it and go through the sign in process. Looks like this worked for most users. But there is one user with an iphone who cannot restore access. I’ve checked her email address is in the whitelist. She has deleted and reinstalled the app. It keeps giving her the error 'Email is now allowed to sign in. Please try another.

Please help.
