I’m not sure I understand what you mean when you say that a tab cannot be created with a details layout. Any tab can be created with a details layout. That then allows you to add an inline list (that is set to the maps layout) within that details layout screen. This will prevent the All/Favorites tabs from showing at the top of the screen.
