Open web view action doesn't work on phone

The open web view action works on the computer, but not on the phone. See below. Anyone know what’s going on?

Just a guess but probably the website only allows some certain types of device to access webview.

But the Web View COMPONENT works on the phone. Just not the Open web view ACTION. Are these two that different?
