After all this is a PWA and what you tried to do (wrapping a PWA in a web view to make it “look and feel” like a native app) seems to have violated Google’s terms. You should not try that again.
Yes, same idea. If you try again and get your account canceled, things will get worse. Is there no other way? Are you saying you have to enter a code?
Personally I don’t have any experience in publishing apps to stores, you might want to ask this team.
