Add row function

Upon Submit the form, it adds duplicated rows (twice the same new row ID) to the data sheets

Are you using an Add Row action on form submit? If yes, then that will be the cause. It is not necessary, as a new row is already created when the form is submitted. PS. You are using this app in China?

no. I am Korean and I use the app in Korea. If so, should I use a function other than File Picker?

What I was trying to draw your attention to is the fact that if you are using an Add Form, then it is not necessary to create an On Submit Add Row action. This is the most common cause of duplicate rows being created.
