Can I transfer the rights of the creator of the application to another Google account?
Or add another user to control the application?
Not at this time, but the Glide team has it in their plans to allow this.

You could go into the privacy tab in the builder and turn on the option to allow the app to be copied. Turn the option on, open the app in a browser, have the new owner select Copy This App, then when it’s copied, disable the option to copy the app. This should work in most situations except when you have multiple apps pointing to the same spreadsheet. The copy function will copy the app and the spreadsheet into the new owners account.
