How to send push notifications to a user when you post some news in your application (ignore comments)

There are several posts in the forum regarding this. Your best bet would be to use a google script or Zapier to monitor the sheet and send out emails. Here are some that I found.
It seems that when a new item is created by Glide via form button, it is added to the spreadsheet in a way that the resulting change event seen in a script is EDIT and not INSERT_ROW.
Can you please confirm the observation?

I have a solution for PUSH NOTIFICATIONS. It works with IOS and ANDROID. It is quick and has ZERO cost to everyone. You can do this in your google sheet or a separate sheet that is linked to your original (I used 4 linked sheets, I’ll explain later). 1st you setup on your sheet a variable or value you are wanting to trigger the notification. I just set it up so that I get an email when a certain column has new data.
I also use it for getting notified when a new user signs in (or an old user on a new device.
I just use it VERY basically to get an email. I have not really delved deep into what it can do.
From the documentation, I understand that Zapier is currently available on buttons, images and text components. I would like it to happen on form submissions, as I would like new entries of a form that adds a new row on a sheet to be immediately notified to me through a phone call.

A little background: This app is created for a customer care team to track all the complaints received from across India for the products they have installed at various places. They have a team of 30 technicians who are spread across 9 zones. Each zone has a zone incharge.
First a complaint is received by the customer care team over the phone and is added to the app. The complaint is then listed in the app with various emblems to track its status.
