I have new rows and deletes in my primary data file. When I select the data tab and pop-out the data, I can see that all my changes are appearing. Yet the file will not sync, even manually.

So your backend is Excel or Google Sheets (many people refer to Google Sheets as “Excel” in this forum so just have to ask to be sure).
Did you make any changes to your account’s login credentials recently? The one where you host the Excel/Google Sheets file.
It is Excel. I don’t recall any recent changes to account.

Any insight? I continue to have this issue and have not been able to sync.
I would suggest submitting a ticket.
We are experiencing the same issue with Glide and Excel through OneDrive. We cannot sync and get a 1035 error - we have submitted a ticket last week but no reply. I can see we’re not the only ones experiencing this problem.
I guess I feel a little better that it’s not just me. But no reply isn’t giving me warm and fuzzies. User confidence is low.
