If-Then-Else column does not detect empty template cells

I combined all the completeness of the If-Then-Else column in the template column. However, the next If-then-Else column cannot detect an empty cell from the template column. Why is that so?

Can you show how your template column is defined?
It looks like there might be a bit of whitespace there, so it’s always going to be not empty.
