Do users count toward Row limit

Let’s say you have an app that does not have a lot of rows for actual data (for example maybe you have a video library of 1000 videos), but you may have 50,000 users using the app (not logged in at the same time).

Is that considered 1000 rows or 51,000 rows?

What actually happens when you hit the 25K row limit?

If they’re all logging in and are a part of the user profile sheet, then yes.
