Despite deleting 4 users from my user table I still see 12 Users. Shouldnt the users count drop to 8?
Cause I am trying to add a new user and that user is unable to login. Is this a bug? or am I missing something.
(Im still on the free plan as we are testing out the App)
The counter will reset every month based on on billing period.

It is checking the number of different users that use the apps for that period. Not the number of rows in the user profiles table.
Ic ok. But Why is it that my new users that were added after deleting the old users are not able to login into the app? I assumed I had hit the maximum 10 free users threshold?

Correct. You must wait until the period reset, or upgrade your plan.
