Sorry for the inconvenience, would you know if it is possible to make a notification on a person’s switched off cell phone, if the notification appears on it following a message sent to its account?
You can’t send a native notification using Glide as of now (iOS limitations). You can use email or text notifications though, using a third party solution like Make or Zapier, and trigger a scenario to run and send an email/text when a message is sent.
