Condition at Allow users to delete NOT effective

Well, I want to allow Admin users to edit records. Thats alreadey OK. Then, I want to set a condition when this same Admin can Delete a record, but any condition seems to be effective. The video shows an example where I set a impossible condition but deletion remains available.
