Changing the Starter plan to Free even after updating the credit card and making the payment.

I need to change the plan back to Starter and continue to keep the application. Is there a way to return to the Starter plan?

I would try to sign out of your Glide account, sign back in in an incognito window/tab, update your credit card details.

If that doesn’t work, you should be able to contact support from the dashboard directly about this billing issue.

You can’t go back to a plan that doesn’t exist anymore.
You need to update to maker plan instead.
