Can a tab be a button to a form?

I would like to have a camera icon in the menu bar where tabs show up. Upon clicking it would take the user directly to the open camera or media directory for them to upload a picture into the form field.

Or the camera icon could take them directly to the form itself and from there, they can complete it as normal.

I think the best you could do would be to open up a screen with a form button. I don’t think there is a way to take you directly into a form from a tab button, or directly into the camera.
