I have a request from a client who is not interested in a full-fledged checkout process.
He would like users to add items to their cart, to then open a WhatsApp chat that lists all the selected items.
The business owner will then take over manually via WhatsApp.
Is this something that could be achieved?

Regarding sending messages to WhatsApp, you can see this thread to generate a WhatsApp link with a predefined message.
