I currently have the “Team Legacy” plan contracted for 1 year
I have already exceeded the 20 users that my contracted plan has.
When enabling unlimited use, it mentions that the cost per additional user is: $3 per user.
I have some questions:
1- Are these users enabled permanently, monthly or is it a one-time payment by email?
2- Let’s say I enable person1@asd.com and pay the 3 dollars for this user, can this user access the other applications within my “Team” or is it taken independently for each App?

User counts reset at the end of your billing cycle. The first 20 users to access the app will be included with the base plan and each additional user that accesses the app within that month will be billed per user.
Yes, the user can access all other apps within the same team. User counts are per team.
One more question, I have the “Team” plan for one year.
If this month I have 5 new users, the following month I have 10 and the rest of the year I do not exceed 20 users.
As I understand it, I must pay 15 users, which is the accumulated amount so it was additional throughout the year. Do I now have to pay this bill when I renew my plan?
Or are these new invoices made every month?

Users are anyone who signs into or uses any of the apps in a team during a given monthly billing period. Included users are unique active users across all apps, counted monthly.
Once 20 signed in users have used your app within the month, you will be charged for any additional user that uses the app in the same month. Those additional charges happen every month if you have more than 20 active users during the month.
