Questions on Limits (old plan Business 2023)

I have an AI Agent that was functioning perfectly 1 day ago (nothing new has changed). Today without changing anything, a simple document extraction failed with the following error:

Document to Text

Invalid Response | PermissionDenied

I am on an old plan Business 2023 and I am suspecting that my usage limit is breach as I cannot extract data anymore even if I create a brand test new app. My Updates show 380/ XXXXX none of the users counts or files storage limits is near usage limits. I did enable unlimited usage which has not taken effect yet (in case my assumption is true).

Does anyone as any idea what could be the problem?
