New Users are showing on devices but not in User Table

We have a legacy starter account and have recently seen where after around 456 users we are not able to see new ones that are signing up to use our glideapp in the user table.

Is this expected due to a row count limitation and simply requires an update to our account subscription?

Legacy Starter should have 5k rows available to each app. Has your app exceeded the row limit? What does your usage screen show?
