How to keep the created tables but data changes and is privatefor each user

I created a prototype for myself with tables that include relations to other tables.
Now if I want to add a user, do they havr to be a member? I would like for them to see everything I have built from a structural point of view but not the data inputed so they can input their own and it s private to them. How do I do that? Is it possible?
