Why not?
It looks reasonably to provide full functionality while app is in develop phase or while developer is studying and use it as sandbox.
And then, if/when the app is published, pay for corresponding plan.

I totally agree, for now… you can have 14 days tryout, by picking the PRO template… and you can just delete all components… but you won’t have a tablet view in live view.

I don’t believe you can “make app copyable” from an app that originated from a template… so that is another drawback.
