ERROR sign in a tab and the layout is erased!

Error - no configuration

please help!!! now I cant access my DE! The error message has not gone away either [Screenshot (24)] if I refresh for 10 times, randomly I am able to see it once or if I change user I can, not a guarantee though Do help!
