This is a bug on the community forum, not within an app. One can only have one draft topic in progress, and cannot start a new topic until the last draft was submitted. The options are either “New Topic” or “Open Draft”. It would be far more user friendly if these functions were controlled by different buttons, so that one could shelve a draft, and open a new topic to report a new issue / ask a new question, before they’ve finished drafting their last one.
