It looks like, when I upgrade to a pro app, I’ll be able to send email notifications. Do I not need a Zapier account for that?
I believe that option is for Private Pro apps. I haven’t actually had a chance to try that, but I assume it would work like what we can do with Zapier.

I think a private pro app is $40/ mo. It seems to me that I’ll be saving a ton of money by not having to pay for a Zapier plan. It’s like $40/mo. for 20 zaps!
Have you looked at Integromat?
They have very generous quotas on their free plan, and their paid plans start at $9 per month.
The other option is sending email notifications using Apps Script. Which is free, but requires a little bit of coding.
Yes you can, use Google Scripts…with triggers
I have created my own API to send email via amazon ses.
I can send them at a specific time and to multiple email addresses together simply by calling a webhook
