User sign in limit

My app have only 13 users but when my relative try to sign in, it is showing user has limited try contacting the owner. I don’t know what to do??

free plan (not 13, but 10)

It is the limit for your free plan. You must upgrade to a paid plan to have more users count in a billing cycle.
