What are some general ideas for providing a user agreement for an app?

There is a native option under Settings → User Agreements

I sometimes add documents in the hamburger menu as well

I guess what I should have said is, do I create my terms of agreement for my apps?

Yes create your own docs and link to it with Glides Native option and or something you create in Glide. If there is a similar app to yours in the market maybe have a look at their terms to give you some framework.
