Unlimited usage is enabled but my apps are still not accessible (Business Plan)

The clients are receiving, “The team has reached its user limit. Please contact the app owner to resolve this issue.” I have already enabled, “unlimited usage”. How long does it take to take effect. It’s been at least 4 hours!

Am I missing a step?

Unlimited Usage is based on updates, not Users. Are you on a legacy Business Plan?
