Id like to transfer it to a different account (different email). When I try to click there, it only allows me to transfer to my team (same account). Not sure if Im missing something though

Add yourself as a member of the other team, and then you’ll be able to transfer it to that team.

Is this still applicable today? I don’t see a Transfer option when clicking on the 3 dots for an app.

It depends. It’s no longer an option with Free Plans. With paid plans, it’s generally available with a few exceptions. For example, if payment is in default then you can’t transfer Apps.
