Cannot transfer App to a team on the new Explorer Plan

I would appreciate help to resolve this as soon as possible please. We have users that cannot access the App I am trying to transfer.

I just created a new Team and upgraded the plan to Explorer. After payment the Team plan has the correct tags to show it is on the Explorer plan. I then tried to transfer an App that is in another Team but I get this message:

The App is not published and is currently in a team that has a live Explorer plan (with 1 other published app). Do I just need to wait for systems to synch? I trust this is a temporary glitch?
