However, when I try to create a new team and publish another app there, Glide shows a notice saying that publishing is a paid feature — even though I’m just trying to create and publish a new app like before.

Yes, this is a new change. Glide now no longer allows publishing Apps from Free Teams. Only new teams are affected. Existing free teams can still publish 1 App.
