Workflow doesn't update changes

When making changes in the workflow it doesn’t update or register the changes.

When making a new workflow the “Shuffle” it automatic put in as a step. Put in what is shown in pic and deleted the “shuffle”. When workflow is run, it run the shuffle and not the email.

It worked fine this morning and suddenly stopped working

Make a change to something on a screen. Can be anything. Last I remember, workflows aren’t publishing unless there is another non-workflow change anywhere else.
