Table with conditional colored text in one column

Hi I have a table with 3 columns

Member Name Member Program Status
ABC Doors Reporting
ABC Windows Not Reporting

I want to be able to have the text red for the Not Reporting items in the table. Can I do this with an IF field or some other method. Not sure if CSS will work. Need help to see if this possible or if there is a way to achieve this.

I would use emoji or colored images.
