Only two people have access to the section - the creator of the object and the administrator. How can this be done?

Hello all.
I have a section called “Suggestions”. In the section, users can give suggestions for development. I want each of the users to see only their own suggestions, while the administrator can see all of them.
Can you advise how this can be implemented?
