I can’t set my app to public , its want that i pay .

Are you on a free plan? You can’t publish apps on a free plan.
You won’t be able to use your app on a phone if you don’t have a paid plan. Either pay for one of the plans, or try the free trial of the business plan, or just rely on the phone preview in the builder.
