Right now, I only really need 5 Private users, but I do need at least 25,000 rows of data to get started.
But I would also like the Pro Glide API usage.
Is there a custom plan that fits this need.

No, we don’t offer custom plans between our self-serve tiers that would allow you to pay less. I don’t know of any companies that do this when customers are paying with credit cards and the amounts are this low.
