I’d like the ability for a component to always stay visible at the top or bottom of a screen. For example, I’d like a button block to always be visible at the top while a user scrolls the rest of the screen.

Floating buttons are an existing feature request. Perhaps you could go add your vote to that feature request to give it more weight.
