That is very strange… I have published the app and tried it on an android device with the same outcome.
I did then test the app using Microsoft Edge and the pdf displayed correctly so yes, it is likely a browser issue.
In speaking with our comms team however, we’ve decided that we’ll host the documents on an html page and put a Web Embed pointing at that page instead which allows us control over the formatting and provides an easier viewing experience on mobile.

Have you tried using Google Viewer? I use this method for all files with a .pdf extension because it is more universal as a PDF viewer across different platforms, except for files hosted on Google Drive.
