@Katelyn_Alberts - I’m sorry, but this has me stumped at the moment.
After stripping out the first part of the path (/dl/) it does decode to what appears to be valid JSON, but apparently it isn’t, because the Transpose JSON plugin fails to parse it, as does plain vanilla JavaScript.
My suspicion is that for those ones that are failing, there are non-printable characters in there somewhere that are messing things up.
It’s late here, so I can’t spend any more time on this now, but I’ll think on it and maybe have another crack at it tomorrow.
Or maybe @Jeff_Hager might want to have a go at this one, if he has some time
