Row ID and Unique ID Special Value

Hi,
I have been watching old videos which mention often about Unique ID special value for things like comments and new videos on Insiders Rebuild which showcased a lot of Row ID.

What is the difference between Row ID and Unique ID Special Value?
When do you them?
If you use one, then there is no need to use for the other?

Row ID is an automatic Unique ID — you should be able to just use Row ID.
