Hello Everybody,
I cannot see the "push the notifications " at settings menu; Can I not see because of that I am a free user; Or Have I missed any other settings to be able to see it.

First, that feature is available for paid plan (maker and higher).
Secondly, the feature is in preview, so you need to enable it from the team settings page.
Lastly, Push notifications are not functioning very well at the moment.
