Inquiry:
I have an application, the amount of the subscription $ 100 was withdrawn on January 20,
I transferred this application to a new folder, the amount of $ 37 was withdrawn on January 21

Now I want to delete this application, can I benefit from this amount for another application?

I believe the answer is yes. Anytime you downgrade/cancel an app subscription, any unused credits should be applied to the account, and can be used for other apps in the same account.
