# Send push notification in public app to users not logged in

I’m considering building purely an information app for a conference. The users should not login and the app is public available. Is it possible to get the users to enable push notifications in the app, and then send a message out to all those users? Even though the permission for push notification is not stored in a users table, as there are no user table.
