Are push notifications possible for urgent app announcements?

No, push notifications are not supported. This is mostly because IOS does not support push notifications for PWA.

There are alternatives, depending on how much work you want to put into it. Email is probably the simplest, but people have implemented notifications via text, WhatsApp, Telegram and various other methods.

Im not shure If third party service like One Signal works, give it a try!
