Member app with “Public with email” and “Row Owners”  
In this case, will the personal data on the Google sheet be protected?  
Or can someone else easily view and download the member’s personal data?

If you apply row owners, then the users will only download whatever rows they “own” to their device. Hence, it’s secured.
