Yep, you can use a link component or any component that allows a link action.

Links should be opened in a sort of browser window. I’m not sure what you mean by “within the app”. If you want content directly within the app, then you would have to experiment with ImportHTML within the sheet or some sort of third party web scraper to get content into a sheet that can be displayed within the app.
