# Can PUSH notications be sent out uncorrelated to creating an action?

I would like to be able to send general informational push notifications… the only way I currently see to send notifications is to create an action after user input… is it possible to send notifications as general messages to all or segments of users (uncorrelated to creating actions?)… and if so… how?
